PART II - DUTIES
A. POST CONTEXT The Management of the Engineer Support Unit
and responsible for the maintenance and approved construction
of facilities within HQ SFOR sites.
B. REPORTS TO HQ SFOR Chief Engineer (military OF-5)
C. PRINCIPAL DUTIES
· Supervise and manage the performance of the Engineering
Support Unit in support of SFOR Engineering tasks.
· Review and approve budget requests from section heads
in the development of the annual funding submission for submission
to and approval by NATO IC.
· Manage the funds approved by NATO IC under SFOR ENG
005.
· Review, prioritize and allocate resources to meet
tasks allocated by SFOR CHENG
· Provide input and guidance to SFOR CHENG in the planning,
development and implementation of the HQ SFOR Infrastructure
Rolling Plan.
· Provide engineering guidance to CHENG, and other
J-Heads as required, in the development of Project Submissions
for NATO IC funds.
· Overall responsibility for the delivery of allocated
projects and tasks. Ensure that projects approved by NATO
IC are designed and implemented in accordance with NATO Directive
Bi SC 85-1, especially relating to providing the financial
investment envisaged in the project is realized.
· Provide guidance to CJ8/TACO for the implementation
of projects, the development of works contracts including
the division of engineering works.
· Provision of technical guidance and support to KFOR
relating to the control of Military Bridge Reserves Assets.
Review the stock levels of Military of Military Bridge Reserves
held at KFOR and SFOR, providing recommendations to AFS and
SHAPE.
D. ADDITIONAL DUTIES
· Provision of support and engineering advice to Theatre
Engineer Units and Divisional Engineers as required
· Ensure that advice and materials required in support
of Theatre Engineers tasks is provided in a timely manner.
· Ensure that Asset Management and Material Control
of Engineering Assets is conducted in accordance with ACE
Directive 60-70
· Ensure that Financial Control of SFOR ENG 005 budget
is in accordance with ACE Directive 60-80.
PART III - QUALIFICATIONS
A. ESSENTIAL QUALIFICATIONS
1. PROFESSIONAL EXPERIENCE: Substantial experience at Senior
Managerial level of facilities and infrastructure construction,
project management, and design and management. Strong background
in project management. and a minimum of ten years experience
at management level in the Construction and Facilities Management
fields.
2. EDUCATION / TRAINING: University Degree in related engineering
discipline. Professionally licensed engineer or national equivalent.
3. SECURITY CLEARANCE: NATO Secret

5. STANDARD ADP KNOWLEDGE: Normal MS Office Applications
and MS Project Management Software.
B. DESIRABLE QUALIFICATIONS
1. PROFESSIONAL EXPERIENCE: Previous experience managing
an international labor force. Experience in contract management.
Exposure to military environment.
2. EDUCATION/TRAINING: MSc or PhD, or Post Graduate Diploma
in relevant field.
3. LANGUAGE: English 4 4 3 3; knowledge of additional NATO
language and/or Serbo-Croatian.
C. CIVILIAN POSTS
1. PERSONAL ATTRIBUTES: Ability to manage and direct an engineering
design and construction project organization in the implementation
of infrastructure projects using Public Funds. Proven track
record in the management of international and national staff
as well as international and local contractors. Experience
of Post Conflict environment including the military. Ability
to negotiate and present ideas or concepts to an international
audience.
2. MANAGERIAL RESPONSIBILITIES: Full responsibility as the
Head of Unit, for the resource planning, direction and management
of staff, financial and material control, engineering designs
and projects delivery relating to NATO IC funded projects.
Additionally, for the provision of specialist engineering
guidance to HQ CMDT in the maintenance of facilities or implementation
of minor construction projects.
3. PROFESSIONAL CONTACTS: Ability to develop and maintain
professional relationships at all levels of HQ SFOR as well
as with KFOR, AFS and SHAPE. Ability to review and discuss
future strategy of the ESU with SFOR, AFS and SHAPE Representatives.
4. CONTRIBUTION TO THE OBJECTIVE: Subject Matter Expert to
COMSFOR (in the capacity as a Specialist SOR Unit) for the
provision of Engineering and Project Management advice relating
to the planning development and implementation of Infrastructure
and Construction Projects in support of the SFOR mission throughout
the SFOR AOR.
5. WORK ENVIRONMENT: Office based 90% with visits to project
sites, KFOR, AFS and SHAPE as required.
