Some associations disuade displaced persons from returning to their homes

The BiH Association of Displaced Persons and Refugees has information available that several return associations and NGOs are trying to dissuade displaced persons and refugees from returning to their home, encouraging them to stay on other people's property. "Some of these associations have re-registered in order to hide their current activities aimed at maintaining the results of ethnic cleansing. These associations are continuing to obstruct the return process and discourage people who have returned to their homes from staying there," said Mirhunisa Zukic, President of the BiH Association of Displaced Persons and Refugees. Zukic said that there were such associations and individuals in Sanski Most, which were openly calling on returning Serbs to move out of their homes, and that similar activities were observed in Bosanski Petrovac, Drvar, Bosansko Grahovo and Glamoc, where returnees were being advised to leave their reconstructed homes and return to other people's property in the RS. Agency for information and protection of BiH: Work without new files

The Agency for Information and Protection of BiH is temporarily located in the Police Hall. According to its director, Sredoje Novic, a main priority is to have a criminal information department and a department for protection of BiH VIPs, which will also include a department for protection of diplomatic and consular representatives visiting BiH. The criminal information department will be tasked with collecting and processing data on international and domestic terrorism, organised crime, corruption and money laundering, uncovering human trafficking and arms trade chains, and recording war crimes. The Agency is a state body, independent of any political party. It is not an intelligence service at the state level, but a body for the protection of BiH's security. After processing information, it will submit it to the Prosecutor's Office, or to the Council of Ministers and the BiH Parliamentary Assembly, if required. Novic pointed out that the Agency does not intend to compile any new files and that its employees will not be authorised to detain or arres people. That will be left to the police. FOSS under command of Belgrade

An analysis of Belgrade military and political strategists from the APIS group (Analyses - Evaluations - Information - Syntheses), entitled The State Project for Islamic Bosnia, has disclosed that Alibabic's FOSS (Federation Intelligence Security Service) is acting as part of a Greater Serbia intelligence structure, and that it is disclosing confidential information to Belgrade, from where it receives instructions for further work. The joint project of Belgrade APIS and FOSS is to create and stage evidence proving the involvement of Bosniac officials with al-Qaida. A confidential report by FOSS, which was sent to the IPTF and some Embassies of western countries, was based on materials that were set up and adjusted to a special purpose by Belgrade intelligence agents. This suggests that the Federation intelligence service is organisational and operational part of a Greater Serbia military-intelligence structure, to the same extent to which Krug 99 is a branch office of SANU (the Serb Academy of Science and Art), the ideologists of the Greater Serbia project. By dismissing 200 employees from FOSS, and offering jobs to pensioners, former experienced UDBA (former State Security Service) members from Belgrade, Alibabic placed FOSS under the command and ideological control of Belgrade again. It is likely that Alibabic's FOSS betrayed the USA's confidence and submitted photos of Pogorelica to his bosses in Belgrade, whose instructions he was following, which proves that FOSS has the same stance on Pogorelica as the chiefs in Belgrade. A possible link between the US army and Belgrade intelligence agents is the testimony of Col. David Hunt, whom it took seven years to remember that Pogorelica had been a camp for training terrorists. There are striking similarities between the material to be presented in the press and Hunt's testimony that was published in Slobodna Bosna and the "60 minutes" TV programme. Verdict postponed because of new evidence?

The verdict in the trial of Mladen Naletilic "Tuta" and Vinko Martinovic "Stela" will not be issued on 24 March, as announced, because the prosecutor submitted new evidence that throws a new light on the attack on the village of Sovici on 17 April. According to the defence team, the material contains exculpating evidence because it proves that the event in question was a clash between the BiH Army and the HVO, and not, as it was believed, the HVO's attack on civilians. The decision of the Chamber will be presented to the public next week. (The same in Dnevni list, p. 3)

INTERNATIONAL

Iraqi soldiers fiercely respond to marines

The newspaper says that the coalition forces were surprised by the stiff resistance being displayed by Iraqi soldiers. The coalition forces had a confrontation with isolated Iraqi soldiers in the vicinity of Um Qasr, who have been fiercely resisting from the very beginning of the war. The coalition forces were taken by surprise when they found Saddam Hussein's soldiers in that area. US tanks fired shells, while Iraqi forces fought back with automatic weapons from an Iraqi fort facility. This pocket of resistance, as it has been called, was made up of 120 Republican Guard members. Dead Iraqi soldiers were shown on TV, although it is not known exactly how many were killed. The fighting lasted for a long time, and the allies asked for reinforcement from the air, in order to stifle the resistance. US marines worked for a long time on "cleaning" the field in order to prepare for the delivery of humanitarian assistance to Um Qasr. (Photo on page 18)
