Colonel Francisco J. Neuman is a native of Ponce, Puerto Rico and a graduate of the University of Puerto Rico, Ponce Campus, where he received a commission as a Second Lieutenant in the United States Army Military Police (MP) Corps. He currently serves as the Commanding Officer for the 92nd Maneuver Enhancement Brigade, Puerto Rico Army National Guard (PRARNG), Multinational Battle Group East (MNBG E), Kosovo Force (KFOR) 13.
Colonel Neuman’s previous duties included command at the platoon through battalion level. He served as a platoon leader with the 544th and 480th Military Police Companies, where he served an operational deployment in support of Operations Desert Shield and Desert Storm, Saudi-Arabia/Kuwait (1990-1991); commander with the 544th Military Police Company, where he served in the peacekeeping and nation-building deployment in support of Operation Uphold Democracy (1994) in Haiti; Commander, Joint Forces Headquarters, Puerto Rico National Guard; and Commander, 125th Military Police Battalion, where he served in the relief efforts operations in the aftermath of Hurricane Katrina (2005).
Colonel Neuman has two peacekeeping deployments to Kosovo as part of the NATO-led international force:
Commander, 755th Military Police Company (Operation Joint Guardian) (2000), and Commander/Provost Marshal with Task Force Semper Lex, 29th Infantry Division (Operation Enduring Freedom) (2006-2007).
He also has staff assignments at the battalion though Joint Forces Headquarters. Personnel, logistics, operations officer and executive officer with the 125th Military Police Battalion; personnel officer with the 101st Troop
Command and his most recent duty was the director, military support, Joint Forces Headquarters, Puerto Rico National Guard (PRNG).
Colonel Neuman holds a Bachelor of Arts Degree in Administration with a Major in Management. His formal military education includes: Military Police Officer Basic Course and Advanced Courses, Combined Arms Service Staff School, Command and General Officer Staff Course and the Leader Development and Education for Sustained Peace at the Naval Postgraduate School.
His awards and decorations include the Meritorious Service Medal with three oak leaf clusters, the Army Commendation Medal with two oak leaf clusters, the Army Achievement Medal with three oak leaf clusters, Army Reserve Component Achievement Medal with a silver oak leaf cluster, the National Defense Service Medal with a bronze service star, the Southwest Asia Service Medal with two bronze service stars, the Armed Forces Reserve Medal with a silver hourglass and four “M” devices, the Global War on Terrorism Service Medal, the Humanitarian Service Medal with a bronze service star, the Kuwait Liberation Medal - Saudi Arabia, the Kuwait Liberation Medal – Government of Kuwait, the Kosovo Campaign Medal with a bronze service star, the NATO Medal with a bronze service star, the Army Service Ribbon, the Overseas Service Ribbon and the Reserve Components Overseas Training Ribbon with roman numeral 3.
Colonel Neuman is married to Maria de Lourdes Suarez and they are the proud parents of two daughters: Alejandra and Francheska.
