Lieutenant General FABIO MINI was born on 11 December 1942 in Manfredonia (Foggia) and grew up in Pesaro, Italy.

He holds a Business Administration Diploma, a Master's Degree in Strategic Sciences, two post-university Degrees in Humanistic Sciences from the "Accademia Agostiniana" - Lateran University and one in International Negotiation from the University of Trieste. He is a 1965 graduate of the Italian Military Academy. Subsequently, he attended the Branch School and the Advanced Training School (Mechanized). From 1975 to 1978 he attended both Junior and Senior Staff Courses at the Army War College graduating first in his class.

His military specializations include anti-tank missiles, Nuclear, Biological and Chemical defense, "NATO Public Information Officer", Confidential Building Measures Inspector under the Stockholm Agreement and Psyops.

He has commanded all levels of mechanized units from platoon to Brigade. During the latter assignment, he led the Brigade to the "Vespri Siciliani" operation against organized crime in Sicily. He subsequently directed the preparation, training and early deployment of "Legnano" Brigade in Somalia.

His Staff career includes assignments as S3 and NBC Officer, 4th Armored Regiment, Assistant G4, Mech. Brigade. From 1979 to 1981 he was posted in the USA at 4th Inf. Div. (Mech.), Ft. Carson, Colorado, serving as Plans and Operations Officer (G3 Shop), Deputy G3-Exercise and Evaluation Division (EED) and Chief G3-EED/Battle Simulation Center. After returning to Italy, he served in the Army General Staff as Personnel Department staff officer, Chief of Coordination and Studies of the Army Chief of Staff, Chief of Public Information Office and concurrently PIO of the Army Chief of Staff.

From 1993 to 1996, he served as Army, Air and Defense Attaché in Beijing, People's Republic of China.

As Major General, he was Director of the Joint Services Senior Staff College (ISSMI) (1996-1998). In 1999, he concurrently held two posts at the Defense General Staff: He was posted to the current position on 25th, July 2000. Starting from January 2001 Allied Forces Southern Europe resumed the Joint Force Command function of Balkan Operations.

His decorations include the Order of Merit of the Republic of Italy (OMRI), the Mauriziana Meritorious Service medal, the Long Command medal, the US Army Commendation medal, the "BA YI" medal of People's Republic of China.

He has written extensively on military, strategic and geopolitical issues. His works include two books "Comandare e comunicare" (Alinari-Firenze, 1989) and "L'altra strategia" (Franco Angeli-Roma, 1998). He is the author of more than twenty essays and several articles published by military and civilian magazines, such as, "The Military Review", "LIMES" and "Heartland". In 2001 he edited the Italian version of "Unrestricted Warfare" authored by the People's Liberation Army Colonels Qiao Liang and Wang Xiaosui. He founded and chairs "Newstrategy", an independent and no-profit think-tank. He is a member of World Pugwash Conferences and LIMES scientific board. He lectures regularly at national intelligence schools on Far East and Asian strategies, terrorism and organized crime. He's married to Gloria and they have a daughter and a son.

LTG MINI assumes the command of NATO-led peacekeeping operations in Kosovo (KFOR) on 4th October 2002.
