Extraordinary Meeting of the North Atlantic Council with the participation of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia A special meeting of the North Atlantic Council with the seven countries invited to join NATO - Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia - was held on 26 March at NATO Headquarters for the signing of the Protocols of Accession. The Protocols of Accession are amendments to the North Atlantic Treaty which once signed and ratified by the 19 NATO member countries, will permit the invited countries to become parties to the Treaty and members of NATO.
