The effort to improve Alliance capabilities was given new impetus at the April 1999 NATO Summit in Washington, D.C., where Allied leaders launched the Defence Capabilities Initiative (DCI). The Defence Capa bilities Initiative identified a number of areas where improvements for Alliance capabilities were required. These areas fell into five major categories.
