Guy B. Roberts

2005-

Mr. Roberts serves as both the Deputy Assistant Secretary General for WMD Policy (DASG/WMD) and as Director of the Nuclear Policy Directorate (NPD). In these capacities he advises the Secretary General and the Assistant Secretary General (Defence Policy and Planning) on matters related to nuclear, chemical, biological and radiological weapons. In addition he oversees the activities of the WMD Centre and the Nuclear Policy Directorate. As the Director of NPD he chairs the Nuclear Planning Group (NPG) Staff Group meetings and oversees policy development and planning of defence ministers’ NPG meetings, as well as nuclear-related seminars, exercises, and other policy matters in support of the Secretary General.

Prior to assuming his current position Mr. Roberts served as the Principal Director for Negotiations Policy in the Office of the U.S. Secretary of Defense from 2003 to 2005. In that capacity he was responsible for advising senior Department of Defense (DoD) officials on the entire range of U.S. arms control and non-proliferation policies. He was also responsible for implementing policy guidance and DoD positions for current and emerging proliferation issues in multilateral arms control and disarmament fora, and he lead the DoD task force charged with negotiating agreements to protect U.S. service members from the jurisdiction of the International Criminal Court.

Prior to that Mr. Roberts served as the legal counsel for arms control and non-proliferation in the U.S. Department of the Navy from 2000 to 2003. He was responsible for reviewing all naval programs to ensure compliance with all arms control and nonproliferation agreements and developing policy on all arms control and nonproliferation agreements or initiatives which could impact Departmental equities. He advised the Chief of Naval Operations and the Secretary of the Navy on legal/policy issues with regard to future negotiations on arms control and nonproliferation agreements.

From 1975 to 2000 Mr. Roberts had a distinguished career in the U.S. Marine Corps before retiring, holding a wide range of assignments in policy formulation, operations support, negotiations, management, litigation and policy/legal advisor both in the U.S. and during overseas assignments. Positions and responsibilities during this 25-year span include legal counsel to a four-star Combatant Commander; chief negotiator on military support and interoperability arrangements, status of forces arrangements, and foreign military sales agreements; military representative to the United Nations, Conference on Disarmament and the International Atomic Energy Agency for disarmament and arms control issues; provided legal services/advice on environmental, ethical, criminal and international law issues; prosecuted or defended over 300 criminal cases; and served as an infantry platoon and company commander.

Mr. Roberts received his Juris Doctor degree from the University of Denver and he holds masters’ degrees in international and comparative law from Georgetown University and in international relations from the University of Southern California. He also holds a masters degree in strategic studies from the U.S. Naval War College where he graduated with highest distinction and won the Stephen B. Luce Award for academic achievement. He is admitted to practice law in Colorado, California, Arizona and before the U.S. Military Court of Criminal Appeals and the U.S. Supreme Court. Mr. Roberts has written extensively on nonproliferation, arms control, terrorism and law of war issues.

Mr. Roberts is married to Hélène Ceelen Roberts and has two sons, Matthew and Alexander.
