On 12 December 2006, the NATO Public Diplomacy Division and the Government of Kuwait co-sponsored an International Conference on “NATO and Gulf Countries: Facing Common Challenges Through the Istanbul Cooperation Initiative", which took place in Kuwait City.

The Conference brought together the Secretary General of NATO, the North Atlantic Council and NATO officials with government representatives, academics and senior scholars from countries in the region. Invitations were extended by the Kuwaiti Authorities to senior scholars and government officials from all six ICI invited countries.

The aim of this event was to promote a better mutual understanding between NATO and ICI invited countries and to introduce fresh perceptions and ideas from the region on the implementation of the Istanbul Cooperation Initiative.

The Prime Minister of Kuwait H.E. Sheikh Nasser Mohammad Al-Ahmad Al-Sabah delivered the opening address and NATO Secretary General H.E. Mr. Jaap de Hoop Scheffer the keynote address.

The conference's opening session was open to the media, while the first and second sessions were on Chatham House Rules.
