Annonce par l'OTAN et l'Australie d'un projet de resserrement des liens de sécurité face aux menaces communes

Le secrétaire général de l’OTAN, M. Anders Fogh Rasmussen, et le premier ministre d'Australie, Mme Julia Gillard, se sont engagés ce jeudi (14 juin) à approfondir la coopération entre l'OTAN et l'Australie dans le domaine de la sécurité, après avoir signé un nouvel accord formalisant leurs relations bilatérales.

M. Fogh Rasmussen et Mme Gillard ont signé, pendant leurs entretiens à Canberra, une déclaration politique conjointe OTAN‑Australie qui pose de nouveaux fondements en vertu desquels les deux parties forgeront un partenariat stratégique plus étroit au cours des années à venir.

« Notre relation va bien au‑delà de l'Afghanistan », a déclaré le secrétaire général après la signature de la déclaration. « Dans ce monde globalisé, nous sommes confrontés à d'autres défis communs, comme le terrorisme, la piraterie et les cyberattaques ; plus nous coopérons pour y faire face, mieux ce sera pour nous tous. »

Comme l'a indiqué le secrétaire général, l'OTAN et l'Australie sont convenues que leurs forces armées respectives continueraient de s'entraîner et de travailler ensemble, « afin que les enseignements tirés de la coopération en Afghanistan soient bien mis à profit ».

Cette déclaration est le premier accord de ce type signé par l'OTAN avec un pays partenaire, ce qui montre l'importance que revêt l'Australie pour les pays de l'OTAN. Amenée à compléter le programme individuel de partenariat et de coopération (IPCP) que l'OTAN a conclu avec l'Australie, elle énonce l'engagement des deux parties à s'employer à mener un dialogue politique de haut niveau régulier sur les questions de sécurité d'intérêt commun.

Dans ce document, les deux parties décident en outre de coopérer étroitement en ce qui concerne la gestion des crises et des conflits, les situations post‑conflit, la reconstruction, et l'aide à l'assistance humanitaire et aux secours en cas de catastrophe.

L'Australie coopère étroitement avec l'OTAN depuis près de dix ans dans le cadre de la mission de la FIAS en Afghanistan. Le pays compte actuellement 1 550 soldats en Afghanistan, soit la plus grosse contribution non OTAN à la mission de la FIAS, ce qui fait de l'Australie un des principaux partenaires de sécurité de l'OTAN dans le monde.

Au cours de ses entretiens avec Mme Gillard et avec d'autres hauts responsables australiens, dont M. Stephen Smith, ministre de la Défense, le secrétaire général a fait part à l'Australie de la profonde gratitude et des remerciements de l'Alliance pour le soutien indéfectible apporté à la mission de la FIAS. « Vos militaires, hommes et femmes, font un travail formidable. Je sais que certains de vos soldats ont fait l'ultime sacrifice de leur vie pour notre mission. Et je rends un vibrant hommage à leur courage et à leur sacrifice », a‑t‑il ajouté. « L'OTAN et l'Australie sont de fidèles amis et je me réjouis à la perspective de renforcer encore davantage cette amitié dans les années à venir. »

M. Fogh Rasmussen a loué l'annonce récemment faite par l'Australie selon laquelle elle dirigerait l'action de la FIAS dans la province d'Uruzgan avant la fin de l'année. Il a aussi remercié l'Australie pour la décision de son gouvernement de maintenir son engagement envers la mission de l'OTAN en Afghanistan après 2014, lorsque le rôle principal de l'Alliance ne sera plus axé sur le combat mais sur la formation, le conseil et le mentorat au bénéfice des forces de sécurité nationales afghanes.
Ces entretiens s'inscrivaient dans le cadre de la visite de trois jours du secrétaire général en Australie.

M. Fogh Rasmussen a également déposé une couronne de fleurs sur la tombe du soldat australien inconnu, au mémorial de guerre australien ; il se rendra par ailleurs à Sydney, où il participera à une table ronde avec des étudiants à l'université de Nouvelle‑Galles‑du‑Sud, avant de rentrer à Bruxelles.
