Ladies and Gentlemen,
Welcome to this Summit meeting of the North Atlantic Council. I would like to extend a special word of welcome to those of you who are attending a NATO Summit meeting for the first time.
Today we celebrate the 60th anniversary of the Washington Treaty. At the signing ceremony of this Treaty, on April 4, 1949, the original copy of which is here in front of us, one of the statesmen present expressed his hope that this Treaty between North America and Europe would become a “permanent creation”. Today, we can say with considerable pride that his hopes have come true.
In these past 60 years, NATO has contributed to an unprecedented period of peace, freedom and prosperity for all its citizens. It is testimony to what can be achieved by a transatlantic community that acts with a clear sense of common purpose.
Notre monde reste confronté à de multiples risques et défis, hérités du passé mais aussi nouveaux.
Afin que nous puissions préserver notre sécurité dans cet environnement instable, il nous faut constamment adapter l’Alliance avec la volonté politique, la stratégie commune et l’organisation nécessaires pour prendre des mesures efficaces.
À cet égard, permettez-moi de saluer avec chaleur, au nom de tous les Alliés, la décision de la France de reprendre toute sa place dans les structures de l’OTAN. Cette décision contribuera en effet à renforcer davantage encore la cohésion et la communauté d’objectifs de notre Alliance.
Aujourd'hui, nous allons nous concentrer sur le défi que l’OTAN et la communauté internationale tout entière doivent absolument relever ensemble : aider l’Afghanistan à s’engager sur la voie d’un avenir meilleur.
L’engagement de l’OTAN en Afghanistan est l’opération la plus ambitieuse que l'Alliance ait jamais entreprise. Malgre les defis auxquels nous sommes confrontes, les progres accomplis nous donnent la conviction qu’avec de la persévérance, nous pouvons aider les Afghans à faire entrer leur pays dans une ère nouvelle, ou il ne representera plus une menace a la securite internationale.
Nous allons aussi prendre des décisions importantes concernant l’avenir à long terme de l’OTAN. Nous approuverons une Déclaration sur la sécurité de l’Alliance, dans laquelle nous réaffirmerons les principes fondamentaux d’une communauté transatlantique forte où la sécurité est indivisible. Cette déclaration servira à orienter le processus d’élaboration d’un nouveau concept stratégique.

Before we end this public part, let us take a moment to mark formally Albania’s and Croatia’s accession to NATO. Presidents, Prime Ministers - your countries' membership in the Alliance is the result of long years of hard work during which you have showed a relentless drive to complete the necessary reforms.
Albania and Croatia have well-earned their place at our table.
Once again, you are very welcome in our midst.
