NATO’s Allied Command Operations in Mons, Belgium on Thursday (28 August 2014) released new satellite imagery that show Russian combat forces engaged in military operations inside the sovereign territory of Ukraine. "Over the past two weeks we have noted a significant escalation in both the level and sophistication of Russia’s military interference in Ukraine,” said Brigadier General Nico Tak, Director of the Comprehensive Crisis and Operations Management Centre at Allied Command Operations. "The satellite images released today provide additional evidence that Russian combat soldiers, equipped with sophisticated heavy weaponry, are operating inside Ukraine’s sovereign territory,” he said.

I condemn the entry of a Russian so-called humanitarian convoy into Ukrainian territory without the consent of the Ukrainian authorities and without any involvement of the International Committee of the Red Cross. This is a blatant breach of Russia’s international commitments, including those made recently in Berlin and Geneva, and a further violation of Ukraine’s sovereignty by Russia. It can only deepen the crisis in the region, which Russia itself has created and has continued to fuel. The disregard of international humanitarian principles raises further questions about whether the true purpose of the aid convoy is to support civilians or to resupply armed separatists.

NATO’s unique role as a forum for transatlantic cooperation was a key theme of talks as Secretary General Anders Fogh Rasmussen visited Iceland on Wednesday (13 August). “The transatlantic relationship is at the heart of NATO. The cooperation between North America and Europe which makes our citizens safer, and our countries stronger. And Iceland embodies that transatlantic relationship,” he said.

I welcome the decision by the Iraqi President Fouad Massoum to nominate Mr. Haider Al Abadi as Prime Minister-Designate of Iraq. This represents an important step in the constitutional process towards the formation of a new government. I encourage the designated Prime Minister and all Iraqi political leaders to work towards the swift formation of an inclusive government that represents the legitimate interests and aspirations of all Iraqis.
