Junior Application

To honour the memory of Manfred Wörner, the late NATO
Secretary General, and in particular the role he played in transforming
the Alliance at the end of the Cold War, the NATO Allies agreed to create
an annual essay-writing competition : The Junior NATO Manfred Wörner
Essay Award is open to academics, researchers and writers from both NATO
and Partner countries, aged between 20 and 35. A prize of € 5000 will
be awarded to the individual who submits the best essay on a topic of
relevance to the Alliance. The essay should not exceed 5000 words and
should be suitable for widespread dissemination, including in NATO publications. .
Qualifications of Applicants
- Applicants for the Junior NATO Manfred Wörner Essay Award must be
citizens of the EAPC countries (*) who are not employed by NATO nor
working at the NATO Headquarters or at a NATO Agency at the time of
submitting their essays.
- Applicants who have received the Junior NATO Manfred Wörner Essay
Award or a NATO fellowship within the past five years may not apply
and will not be considered.
Subjects
Candidates for the Junior NATO Manfred Wörner Essay Award are invited
to submit an essay discussing a topic of relevance to the Alliance's
current and future policies. The following themes could be the subject
of the essay:
- NATO as a provider of stability and security in the Euro-Atlantic region;
- NATO's peace support operations and missions;
- Developments related to the challenges of terrorism and NATO's role in combating terrorism;
- The transatlantic link and the development of the European Security and Defence Identity;
- NATO's role in the field of conflict prevent and crisis management as well as the Alliance's policy on Civil Emergency planning and disaster preparedness;
- NATO's regional cooperation and outreach, in particular the NATO Mediterranean Dialogue and Istanbul Cooperation Initiative, NATO's South East Europe Initiative, NATO's outreach policies towards the Caucasus and Central Asia and NATO’s relations to non-NATO countries;
- Relations between NATO and other international organisations and non-governmental organisations;
- NATO's relations with Partner countries, the development of the Partnership for Peace and the EAPC;
- NATO's policy and objectives of defence, arms control, disarmament and non-proliferation of weapons of mass destruction;
- NATO's military transformation process, including the role of ACT and the NATO Response Force.
Method of Application
- Candidates are requested to use a special application form:

- Essay applications are assessed on the basis of their originality and added value to the international discussion about transatlantic security issues.
- Candidates are invited to submit their essays in English or French.
- The essay should be sent together with the completed application
form by registered mail to the NATO Public Diplomacy Division and to
the attention of Mrs. Despina Afentouli, NATO, Boulevard Leopold III,
B-1110 Brussels (office: Nb 106) before 31 August 2007.
- Essays exceeding the limits of 5.000 words or that have already been published will not be accepted.
