The European Union Planning Team
(EUPT)

In Jun 04 at the Istanbul Summit, NATO announced that the
Alliance's successful operation in Bosnia and Herzegovina
(BiH) would be concluded. Following the UN Security Council
Resolution (UNSCR) 1551, the European Union's European Security
and Defence Policy (ESDP) mission with a military component
to Bosnia and Herzegovina, to take over from NATO, was initiated.

Two events on a common theme linking old and new occurred
at the end of July this year: the opening of the new Stari
Most (Old Bridge) in Mostar on 23 July and the visit around
the same time of the flagship of the Standing Naval Force
Mediterranean (STANAVFORMED) to the port of Neum.

Exercise Joint Resolve 32

Due to the participation of more than 50 high ranking delegations
from different countries, the opening Ceremony of Stari Most,
the Old Bridge in Mostar, on 23 July 2004 was a big challenge
for the authorities in Bosnia and Herzegovina concerning the
security during this event. Local authorities requested SFOR
to assist to ensure the safe and secure environment for the
opening ceremony.

Mostar Old Bridge Re-opens
|

One of the most important bridge building exercises was completed
in time for its official opening on the 23 July. A beautiful
sunny day meant that Mostar was on holiday and in a party
mood. Its cosmopolitan atmosphere made it hard to believe
that this town was engaged in a brutal ethnic war that claimed
the lives of four to five thousand of its residents!

Austrian Soldiers are in BiH Again

From 1996 to 2001, Austria contributed to both IFOR and SFOR,
by deploying a transport unit, however since 2001, Austria's
support was limited to a detachment of Staff Officers for
HQ SFOR. From June this year, there is again an Austrian Contingent
(AUCON1/SFOR) in Bosnia and Herzegovina.

An international Motorcycle Rally and Concert was held in
Modrica on 17th July this year, supported by Radio Mir from

On the 15th July, the NATO Secretary General (SECGEN), Jaap
de Hoop Scheffer, made a joint visit to BiH along with the
EU High Representative, Javier Solana. The visit provided
a visible message of solidarity and cooperation between NATO
and EU and demonstrated the commitment of both towards BiH
and the wider Balkans region.
